Yes, irc.winternet.com is still down.  We have been "Jupped" by an IRCop
in reaction to a posting from Mike Horwath (see below) we could inform the
IRC admins of the situation here.  We are currently working with several
IRC admins to resolve this and get irc.winternet.com back up. 

Any questions about this should be directed to irc@winternet.com.  
Further posting will be forth coming as we receive it.  In the mean time 
we suggest using irc.umn.edu, irc.ais.net, irc.cris.com, or irc-2.mit.edu 
for your irc servers.
